Phase II objectives
1. To develop and agree upon:
a. The partner mechanism.
b. The project mechanism, the process by which projects that match the program objectives are identified, defined, and realised. This includes defining a set of criteria for project assessment, and through them select 20 proposals which will be the program's pilot projects.
c. The funding mechanism, the mechanism by which funding partners will be matched with projects, with respect to funders' conditions and projects' needs. This includes securing financial support to finance the pilot projects.

2. To develop the program's communication with all stakeholders.

3. To follow up and disseminate the first year's achievement, and receive commitments for a continuation.
